Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.

Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.

Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.

Fast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.

The Role:

As a Geographic Information Systems (GIS) Manager, you can make your own powerful contribution to Westminster's success. Working across the Digital and Innovation portfolio - including IT and technology, customer and digital services, and Smart City initiatives - you will play a key role in enabling impactful, user-centred service delivery.

You will lead the council's GIS function, ensuring the effective and timely delivery of services and outputs. This includes creating, maintaining, and updating a wide range of GIS artefacts such as datasets, interactive maps, geospatial analyses, reports, and system integrations that directly support council operations and decision-making. You will be responsible for managing GIS service requests and incidents, meeting key performance indicators, and ensuring user satisfaction through responsive and proactive service management.

As a technical expert, you'll advise on GIS tool selection, manage GIS licences for compliance and accessibility, and clearly communicate the capabilities and limitations of GIS systems to both technical and non-technical audiences. Your ability to prioritise competing requests, commit to deadlines, and communicate with transparency will ensure deliverables meet organisational priorities and expectations.

Collaboration is central to this role. You will build and maintain effective working relationships across departments and service areas, working closely with other teams within Data and Technology to co-create best-in-class end-to-end solutions. You will also act as the council's key contact for Ordnance Survey, ensuring alignment with licensing and compliance obligations.

A strong focus on data governance and compliance will underpin your approach. You will lead on the implementation of robust data management processes, ensuring all GIS data is accurate, secure, and handled in accordance with GDPR and other relevant legislation. Documenting GIS systems, processes and data flows will be a core responsibility, supporting transparency, accessibility, and knowledge sharing.

In your leadership of the GIS team, you will provide day-to-day guidance, review outputs, manage workloads, and support continuous professional development to ensure high-quality deliverables. You will model Westminster's values through inclusive, health- and safety-conscious working practices and contribute to a culture of service excellence and innovation.

To be successful in this role, you will bring significant experience in building maps and analysing geodata using the ArcGIS software suite, including ArcGIS Online and ArcGIS Pro, along with familiarity with other GIS technologies such as Geopandas and Python. You will have proven experience loading, manipulating, and transforming geographical data types into ArcGIS and Geodatabases, and applying testing and QA best practices to ensure accuracy and reliability in delivering digital products. Experience of working within a GIS or related function in the public sector and managing large backlogs while implementing processes to prioritise effectively will be preferred.

Having worked autonomously and independently, you will be confident collaborating with and managing a wide range of stakeholders with differing needs and expectations. You'll also have experience supporting others' growth, whether through mentoring, coaching, or line management.

You will bring a thorough and detailed approach to analysis, with an in-depth understanding of geodata concepts including geodatabases, geographical data types (GEOGRAPHY, GEOMETRY, RASTER), vector data types/feature classes (lines, points, polygons), and coordinate systems and map projections. Proficiency in FME for geospatial data cleansing, transformation and loading will be important, as will your expertise in advanced geospatial analysis and visualisation to derive insights and support decision-making.

Strong knowledge of Local Authority GIS needs and requirements is key, along with excellent communication skills that enable you to explain complex topics clearly to non-expert audiences. You'll be adept at multi-tasking, managing competing demands, and delivering results at pace to meet deadlines.

The role will suit someone who can effectively prioritise backlogs focused on business goals, adapt to new priorities as required, and demonstrate empathy with stakeholders to understand their needs and help them explore the best options. You'll also demonstrate empathy within your team, identifying development needs and supporting opportunities for growth. Finally, you'll excel at translating business questions into tangible goals and outputs that deliver meaningful outcomes.
