The Opportunity
We are seeking an experienced and motivated Framework Engineering Manager to lead the delivery of multi-disciplinary engineering projects across our water sector frameworks. Reporting to the Engineering Director and working closely with our clients and partners, you will be responsible for the safe, efficient and profitable delivery of projects - ensuring technical excellence, strong stakeholder relationships and high customer satisfaction.
This role offers the opportunity to shape the direction and growth of our engineering team, contributing to strategic business development and leading high-performing project teams across the UK.
Key Responsibilities
Project Delivery & Leadership
- Lead the planning and execution of full lifecycle engineering projects, ensuring scope, cost and programme objectives are met.
- Oversee the mobilisation, recruitment and development of the engineering team to support business growth.
- Drive safety, quality and sustainability through all project activities in line with CDM Regulations and H&S protocols.
- Ensure rigorous financial management, forecasting and risk control.
- Develop and implement regional execution strategies and communicate effectively across teams and stakeholders.
- Lead engagement with clients, supervisory boards, and supply chain partners to maintain strong relationships and collaboration.
Business Development
- Promote the capabilities of Binnies, the framework, and the wider RSK Group to existing and prospective clients.
- Lead and contribute to bid preparation, tendering and proposal development from both technical and commercial perspectives.
- Ensure smooth transition of projects from opportunity to delivery, maintaining governance and compliance.
People & Communication
- Inspire, lead and develop multi-disciplinary teams to achieve shared goals and deliver successful outcomes.
- Chair meetings confidently, ensuring clear communication, effective action and follow-up.
- Foster collaboration and performance across internal teams, joint ventures, and client interfaces.
About You
You'll be a strategic, delivery-focused engineering professional with extensive experience leading complex, multi-disciplinary projects within the water sector or similar industries . You'll have a passion for innovation, collaboration and sustainable delivery, combined with strong commercial awareness and leadership skills.
Essential Skills & Experience
- Proven track record in project and programme management across engineering and construction.
- Experience leading multi-disciplinary engineering teams .
- Strong financial, risk, and change management skills.
- Advanced knowledge of engineering design, cost forecasting, and project controls.
- Excellent communication, leadership and stakeholder management abilities.
- Deep understanding of CDM Regulations, Health & Safety, and construction practices.
- Experience with common forms of contract and commercial negotiation.
- Proficiency with business software including Microsoft Project, Excel, PowerPoint and Word.
Education & Qualifications
- Degree in Engineering or related discipline (or equivalent).
- Membership of a relevant professional body .
- Recognised Project or Contract Management training .
Desirable
- Project Management Professional Qualification (e.g. PMI-PMP or APM-ChPP ).
- Strong legal and commercial knowledge .
