Job Title: Financial Performance Officer
Location: Antrim
Salary: £25.00 per hour
Hours: Full-Time, Temporary 37 hours per week Monday-Friday, 9:00am-5:00pm
We are delighted to be recruiting a Financial Performance Officer on behalf of our client.
This is an excellent opportunity to join the Financial Services team and contribute to the delivery of the Financial Services Business Plan, with responsibility for leading the management accounting function and supporting strategic financial planning.
Key Responsibilities:
- Control the preparation of the Council's revenue and capital estimates to support spending plans and district rates.
Ensure accounting standards are adhered to through policies, procedures and financial guidance to management and councillors.
Calculate the financial impact of the capital programme on rates and long-term financial strategy.
Develop and produce the Corporate Financial Plan aligned with the Council's corporate plan.
Conduct financial planning and investment appraisal exercises to support management decision-making.
Participate in post-project evaluations of revenue and capital schemes.
Develop management accounts systems to meet internal and external reporting requirements.
Ensure timely, accurate budgetary control information is provided to budget holders and Council.
Maintain and develop the fixed asset register in line with accounting standards.
Support Treasury Management activities and establish Service Level Agreements.
Develop and deliver financial training for staff and councillors.
Lead, manage and develop staff within the management accounting function.
Essential Criteria:
- Degree or equivalent qualification in a relevant discipline e.g. Finance or Accountancy OR at least 4 years' relevant experience.
Member by examination of a CCAB recognised body.
Minimum of two years' experience in a computerised accounting environment at a senior level.
Excellent analytical and numerical skills.
Ability to work on own initiative and meet deadlines in a pressurised environment.
Strong organisational skills with the ability to plan and prioritise work effectively.
Thorough understanding of office automation software, including spreadsheets and databases.
Awareness of Capital Accounting relevant to Local Government in Northern Ireland.
Willingness to work outside normal hours when required, in line with Council policy.
Desirable Criteria:
- Public sector experience, particularly within Local Government.
Strong leadership and team management capability.
Experience delivering financial training and supporting organisational change.
