Executive Director of Finance, Strategy and Transformation

The Opportunity

This is a pivotal leadership role as Executive Director: Finance, Strategy and Transformation (S95 Officer), with statutory responsibility for the sound financial management of the Council. As a key member of the Corporate Leadership Team, you will:

  • Lead a diverse portfolio including Finance, Corporate Strategy & Performance, Business Intelligence, Customer Service, Community Development and Engagement, Digital Data & Technology, Business Solutions, People and Change.
  • Provide strategic financial leadership and ensure resources are aligned with corporate priorities.
  • Drive transformation and modernisation across enabling services.
  • Act as the Council's principal financial adviser and ensure compliance with financial regulations.
  • Champion a culture of collaboration, empowerment and innovation across the organisation.

This is not simply a technical leadership role - it is about people. You will play a central role in shaping the Council's strategic direction, supporting staff wellbeing, and fostering a positive, inclusive working culture.

Person Specification
  • Degree-level education and membership of a recognised professional accountancy body (e.g. CIPFA or equivalent).
  • Consistent achievement in financial leadership and management at senior level in complex multi-disciplinary organisation.
  • Proven ability to lead change and deliver transformation.
  • Strong communication and stakeholder engagement skills.
  • High personal integrity, resilience and adaptability.
  • Experience in Scottish public sector finance.
  • Understanding of the Scottish policy and governance landscape.
  • Experience of working with external partners across the public, private and third sectors.
