We are seeking to recruit a suitably experienced Estates Officer at Liverpool University Hospitals NHS Foundation Trust, based at the Royal Liverpool Hospital site.

This is an exciting opportunity to join the Trust's Estates Engineering department. The successful candidate will need to be able to demonstrate commitment, enthusiasm and professionalism, working within a fast paced healthcare environment. We are looking for a self starter who will be able to work effectively both individually and as part of a team.

Main duties of the job

You will be experienced in the supervision of operation and management within a large organisation, managing specialist contractors along with directly employed staff.

The permanent position is contracted to 37.5 hours per week Monday to Friday; however you will be required to join our out of hours on call service. Overtime and on call payments will be made in addition.

Job responsibilities

Manages all building maintenance services and responsible for the day to day delivery of building and engineering maintenance:

  • To provide efficient and effective administrative and technical support to the Estate Maintenance Department.
  • To supervise and co-ordinate a group of multi-skilled maintenance staff and other trades including maintenance assistants and apprentices.
  • To be responsible for the effective planning and efficient use of both labour and financial resources.
  • To be responsible for engendering a positive culture within the workforce with regard to health and safety, manual handling, including permits to work and risk assessments.
  • To be responsible for performance, standards monitoring and auditing of completed works, carried out by the directly employed staff, agency labour and contractors.
  • To supervise both maintenance and/or minor works schemes and activities.
  • To allocate labour to the Works and Estate Response Desk, planned preventative maintenance, and/or minor works schemes resulting in agreed response times being achieved, and monitor maintenance and statutory programmes being completed and minor works schemes meeting agreed deadlines.
  • To be involved in the successful resolution of complex faults on all types of building services systems and equipment.
Person Specification Qualifications
  • HND/equivalent (in either engineering or management)
  • A City and Guilds of London Institute Certificate Course 205 Mechanical Engineering Maintenance Part Il (course ref 232-2)
Experience
  • Line management experience in building services environment (managing DEL and contractors)
  • Attendance at the NHS Training Centre in Steriliser Testing and Maintenance would be an advantage
  • Fully time served Fitter
Skills
  • Proven knowledge of Health and Safety legislation and statutory obligations relating to Estates operations and compliance.
  • Good oral, writing and presentation skills
  • Able to interpret spreadsheets and information to analyse spend/performance data
  • Strong interpersonal and communication skills
  • Ability to prioritise work and cope with competing demands
  • Analytical, IT and computer skills
  • The ability to carry out both gas and electric arc welding would be an advantage
  • Knowledge of NHS Estate code, Health Technical Memorandums in relation to engineering services and Codes of Practice relating to Health and Safety and Engineering services
  • Experience using a CAFM system
