Staffordshire County Council is seeking an experienced chartered surveyor to lead asset management activities, including property disposals, acquisitions, and valuations within a diverse public sector portfolio. This pivotal role offers the opportunity to influence and implement estate strategies that enhance operational efficiency and support regeneration and development initiatives. It requires deep technical knowledge and strong commercial insight.
The Estates and Valuation Manager oversees the transactional elements of the council's £700m estate, including corporate properties and maintained schools. The role is part of the property team responsible for maintaining a safe, efficient, and cost-effective estate, developing property strategies, and managing assets to meet organizational needs.
The ideal candidate will have significant public sector estate management experience, including sales, acquisitions, leases, and commercial investments aligned with Council objectives. They will collaborate with service areas and stakeholders, providing reports and advice to members, senior officers, committees, and the Council's Cabinet.
Main Responsibilities- Manage a team of Estates professionals.
- Oversee acquisition and disposal of public sector property assets.
- Manage a mixed-use estate, including negotiations on rent reviews and lease renewals.
- Conduct appraisals of land and buildings for internal reporting and planning.
- Contribute to asset reviews to enhance estate value and performance.
- Act as a key contact for stakeholders.
- Prepare legal documents in conjunction with legal services.
- Create detailed reports for departments, members, and committees.
- Possesses a relevant professional degree or equivalent experience.
- Chartered Surveyor (MRICS or equivalent) with extensive estate management experience.
- Strong negotiation and stakeholder engagement skills.
- Strategic thinker with a track record of efficiency improvements.
- Excellent written communication skills.
- Experience within estates and valuation, preferably in government.
- Knowledge of legislation, standards, and statutory requirements.
- Understanding of local authority governance and regulations.
- Experience collaborating with legal, planning, facilities, and external agents.
