About the Essex Resilience Forum (ERF)
The Essex Resilience Forum is a multi-agency partnership bringing together emergency services, local authorities, health, utilities, governmentagency partnership bringing together emergency services,government agencies and the voluntary sector to plan for, respond to, and recover from emergencies.
The ERF Support Team supports this work through coordination, planning, exercising, performance assurance and partner support.
This role is a key part of the ERF Support Team and contributes directly to the county's preparedness for major incidents.
The Resilience Officer plays a vital role in supporting the multi agency resilience arrangements across Essex. You will work closely with ERF partners to ensure plans are in place, lessons are captured, and preparedness activity is delivered consistently and collaboratively.
You will support the ERF Manager and multi agency workstreams across planning, exercising, learning, and assurance helping to maintain strong partner relationships and effective delivery.
What You Will Be Working OnWorking within the ERF Support Team and reporting to the ERF Manager, you will:
- Support partners with delivery of their statutory duties under the Civil Contingencies Act (2004).
- Coordinate and contribute to ERF workstreams including the Programme Delivery Group (PDG), NSRA related activities, training, exercising and lessons learned activity.
- Lead specific ERF workstreams and projects, providing advice and guidance across partner agencies.
- Support development, review and assurance of emergency plans aligned to the National Resilience Standards (NRS).
- Contribute to performance monitoring, reporting, and continuous improvement across the Forum.
- Build positive, professional working relationships with partners to enhance collaboration.
- Identify gaps, risks and opportunities for improvement in resilience capabilities and elevate as appropriate.
- Support delivery of multi agency meetings, training sessions, agency meetings, training sessions and workshops.
The ideal candidate will:
- Have experience working within a Local Resilience Forum or multi agency emergency planning environment.
- Have a relevant professional qualification in Emergency Planning and/or Business Continuity Management (Level 6 or equivalent), or equivalent experience.
- Demonstrate understanding of the Civil Contingencies Act 2004, emergency planning principles, JESIP, and resilience structures.
- Be an excellent communicator with strong interpersonal skills, able to influence and engage at multiple levels.
- Be confident presenting information, supporting meetings and contributing to partner discussions.
- Be capable of managing work independently and as part of a wider team.
- Be proactive, organised and able to manage competing priorities.
Assessment for this role will include behaviours from the NFCC Leadership Framework, focused at the 'Leading Others' level.
