Docklands Primary Care Network (PCN) is looking to recruit a Part-Time Senior Administrator to join their PCN Team. The post holder will provide advancedadministrative support for the Primary Care Network to enable the delivery ofservices in line with the Network Contract Directed Enhanced Servicespecification (PCN DES) and facilitate development of the PCN.
The postholder will support the NetworkAdditional Roles staff including the Clinical Pharmacist, Social Prescriber,Care Coordinators, First Contact Physiotherapist and any other rolesestablished on behalf of the Network under the Additional Roles ReimbursementScheme and other roles.
The post holder will work across the 3 Practices in Docklands PCN to support the above roles.

Main duties of the jobTo provide strategic and administrative support as well as Information and Data Management for the PCN.
Will report to, work closely with and also provide administrative support to the Networks Clinical Director.
Will ensure the collection of appropriate data and information to ensure robust budget monitoring, oversight of payments and provision of assurance to the Network and where required to commissioners regarding the Networks funds.

Docklands Primary Care network (DPCN) collectively provideprimary care services to approaching 50,000 patients in and around south of theBorough of Newham across 3 GP Practices.
Job responsibilitiesTo provide operational and strategic support to the Network, supportingthe PCN Clinical Director and member practices to maintain and develop afully-functioning Primary Care Network and achieve goals and local priorities.
To support the Clinical Director in ensuring delivery of the NetworkContract DES and working with all practices in the network to ensure theirengagement in the delivery of the DES, including local delivery of EnhancedAccess service.
To support the PCN Clinical Director to develop and deliver the NetworkDevelopment Plan including developing a plan to utilise the Development Fundsto implement the Networks plan.
To facilitate working relationships with the key partners andstakeholders as appropriate to appreciate/understand the health and care needsof our network population and work towards developing and optimising theservices delivered by the PCN to improve patient care.
To attend relevant meetings within the Network and as appropriate withNewham Health Collaborative, the ICB and other Newham partners to ensure theNetwork is represented and is up to date ondevelopments relevant to the Network - including proposals for change in termsof delivery of healthcare in Newham, neighbourhood development and to feedbackto the Network.
To support and encourage learning within the Network to continuallyimprove network services and patient outcomes.
Understand the risks to the Network and identify these for the ClinicalDirector, and help to identify any mitigating actions to reduce risk.
To facilitate and engage in the collection and analysis of statistical and managementinformation within the organisation.
To assist the Clinical Director in co-ordination of PCN meetings. Thiswill include setting dates, sending out invitations, creating relevant agendas,assisting the team to follow up on action points from meetings, taking notes(minute writing) during meetings, and helping the team communicate clearly toachieve shared goals.
To co-ordinate PCN/Practice Manager forum prior to board meetings asagreed by Network members.

Person Specification Qualifications- Ideally qualified to degree level or equivalent.
- Evidence of continuous management and leadership development.
- Demonstrable experience of business planning processes in large organisations.
- Experience working in General Practice or Primary Care experience of partnership working
- Proven experience in delivering major service and organisational change.
- Experience of working successfully at a senior level in a complex multi-disciplinary.
- Detailed knowledge of legislation and the statutory responsibilities of health and social care agencies in the provision of Primary Care Services.
- Excellent oral and written communication skills.
- Effective interpersonal skills and ability to communicate with staff and managers at all levels within the organisation, service users and carers.
- Excellent numerical, verbal and critical reasoning.
- Ability to present complex information to a mixed audience.
- Ability to motivate colleagues and staff.
- Excellent organisational skills with the ability to respond effectively to multiple priorities.
- Expresses ideas clearly and succinctly on paper
