Job Description

GOVERNMENT EXPERIENCED HIGHLY DESIRABLE

The Digital Delivery Manager is responsible for leading the successful delivery of digital products and services within a public sector organisation. The role ensures that digital initiatives are delivered on time, to scope, and to quality, while embedding Agile and product management best practices across the digital life cycle. The post holder will manage multidisciplinary teams, oversee end-to-end delivery, and act as a key interface between technical teams and senior stakeholders.

This role is critical in ensuring that digital services are customer-focused, value-driven, and aligned with organisational strategy, regulatory requirements, and service standards.

Key Responsibilities Digital Delivery Management

  • Lead the end-to-end delivery of digital products and services across the full life cycle, from discovery and design through build, deployment, and continuous improvement.

  • Define delivery approaches, plans, milestones, and release schedules aligned to strategic priorities.

  • Ensure adherence to governance frameworks, delivery standards, and quality controls.

  • Monitor delivery progress, manage risks and dependencies, and provide clear reporting to senior stakeholders.

  • Ensure successful transition from delivery into live service and operational support.

Agile and Product Management

  • Embed Agile methodologies (Scrum, Kanban, hybrid models) across delivery teams.

  • Work in partnership with Product Owners to shape product vision, roadmaps, and prioritised backlogs.

  • Ensure effective backlog management, sprint planning, reviews, and retrospectives.

  • Champion user-centred design and value-based prioritisation.

  • Drive continuous improvement through metrics such as velocity, throughput, and delivery performance indicators.

Team Leadership and Management

  • Lead, motivate, and develop multidisciplinary teams including developers, testers, analysts, and designers.

  • Set clear objectives, roles, and performance expectations for team members.

  • Provide coaching, mentoring, and performance management to support capability development.

  • Promote a collaborative, inclusive, and high-performing team culture.

  • Support resource planning and skills development to meet delivery demand.

Stakeholder Engagement

  • Build strong relationships with internal and external stakeholders at all levels.

  • Act as the primary point of contact for delivery-related communications.

  • Facilitate workshops, sprint reviews, showcases, and governance forums.

  • Translate complex technical information into clear, business-focused messaging.

  • Manage expectations and ensure alignment between business needs and delivery outcomes.

Digital Lifecycle and Governance

  • Ensure effective management of the digital life cycle including discovery, Alpha, beta, live, and continuous improvement stages.

  • Align delivery practices with government digital, security, and accessibility standards where applicable.

  • Ensure appropriate change management and adoption planning is in place to maximise benefits realisation.

Continuous Improvement and Innovation

  • Identify and implement improvements to delivery processes, tools, and ways of working.

  • Promote innovation, automation, and efficiency across digital delivery.

  • Support the adoption of emerging technologies and best practices.

Essential Skills and Experience

  • Proven experience in a Digital Delivery Manager, Delivery Lead, or similar role.

  • Strong practical experience delivering digital products using Agile methodologies.

  • Demonstrable experience managing multidisciplinary teams and complex delivery environments.

  • Experience managing digital products through the full life cycle.

  • Strong stakeholder engagement and communication skills.

  • Experience working in public sector or regulated environments.

Desirable Skills and Experience

  • Experience within large-scale digital transformation programmes.

  • Knowledge of service design and user experience principles.

  • Experience working with data platforms, digital services, or enterprise systems.

Qualifications

  • Agile certification (Scrum Master, SAFe, PMI-ACP or equivalent)

  • PRINCE2, MSP, or other recognised delivery qualifications

  • ITIL or service management certification
