Deputy Director Primary Care Contracting, Commissioning & Performance

The Deputy Director of Primary Care Contracting, Commissioning and Performance provides senior strategic leadership for the commissioning, contracting and delivery of GP, Pharmacy, Optometry and Dental (POD) services across Kent and Medway.

You'll lead the development of the five year strategy, needs assessments, commissioning policies and planning processes for primary care, using a multidisciplinary approach. They ensure that services meet population needs, comply with national guidance and the delegation agreement, deliver value for money and support integration across the system.

As a senior leader within the ICB, the postholder manages budgets and contracts, holds strategic partnerships, ensures delivery of statutory duties and deputises for the Director as required.

Main duties of the job
  • Provide strategic leadership for the development and effective delivery of the GP and Pharmacy Optometry and Dental (POD) elements within the ICB's five year strategy, ensuring alignment with commissioning intentions, needs assessments and system-wide planning processes
  • Lead, oversee and assure the commissioning, contracting and performance of GP and POD services, ensuring compliance with national guidance, the delegation agreement and best practice, and maintaining high standards of quality, safety and patient experience.
  • Champion the needs of Kent and Medway residents by ensuring robust delivery against the strategic commissioning framework and policies, driving improvements in access, outcomes and equity.
  • Work collaboratively with senior colleagues across the ICB, facilitating integration between primary care, community services, elective care and wider system priorities, and supporting transformation initiatives.
  • Hold delegated responsibility for managing significant budgets and contracts for GP and POD services, authorising expenditure, ensuring robust financial stewardship, value for money, regulatory and legal compliance, and monitoring provider performance.
  • Develop and maintain strategic relationships with NHS partners, local authorities, professional bodies, federations, PCNs, LMCs, LPCs, LOCs and other key stakeholders, representing the ICB and influencing policy and practice at local, regional and national levels.

Person Specification Qualifications and Experience
  • Demonstrable senior leadership experience in a complex health or care system
  • Significant experience in primary care commissioning, contracting or system leadership
  • Experience contributing to national or regional primary care policy
Attributes
  • Ability to build strategic relationships with senior stakeholders.
  • Strong understanding of integration across primary, community, acute and local authority services
  • Understanding of provider development in primary care.
  • Ability to design and implement commissioning policies and service specifications.
  • Ability to lead complex commissioning and contracting programmes.
  • Knowledge of population health management and market management.
