Are you an enthusiastic and detail-oriented Commissioning and Contracts Officer looking to develop your career in public health services? We are seeking a motivated individual to join the City and Hackney Public Health Team.
In this role, you will work closely with the senior colleagues in the Commissioning Team to provide effective commissioning and contract management support. You will play a key role in ensuring that services are procured effectively, contracts are managed efficiently, and that we achieve positive outcomes for our community.
What you'll do:
• Assist in creating and maintaining an effective contract management system, including performance monitoring
• Provide professional project management support to facilitate effective strategic commissioning processes
• Develop and maintain effective working relationships with all stakeholders across the relevant organisations
• Draw up a range of agreements for services using appropriate standard forms of contract, adapted to meet specific requirements
• Monitor the programme against the budget provision and track spend
• Ensure that any procurement is undertaken in accordance with the Council's Standing Orders, relevant legislative requirements and the Council's service priorities
• Draft programme timetables and ensure they are adhered to or adjusted as needed
• Support the tender process, including coordinating the production of necessary documents
• Act as a key contact point for tender queries
• Coordinate the evaluation of pre-qualification questionnaires and tenders
• Maintain accurate records of each procurement process
• Lead on contract monitoring for a portfolio of services, with support from the wider Public Health team
In order to be considered for this position you will need the following:
• Formal qualifications, preferably to a degree level, or equivalent experience
• Demonstrated commitment to ongoing professional development
• Experience of commissioning, establishing and operating contracts and service agreements, ideally within a Public Health, Health or Social Services context
• Experience of managing projects
• Experience of planning, managing and monitoring programmes of work
• Experience of monitoring performance of contracts against agreed terms and standards
• Experience of using IT to produce reports and analyse information
• A knowledge and understanding of the operations of local government
• Previous experience of public sector procurement is desirable
• Ability to plan and work independently to achieve targets within deadlines
• Ability to make good relationships with a wide variety of agencies and partnership organisations
• Ability to negotiate and influence effectively
• Sound knowledge and understanding of contractual principals and basic contract law
• Able to communicate in a confident, authoritative and assertive manner
