Job Description -

Construction Manager (Offshore)

Project Overview:

  • The Client is embarking on a major offshore infrastructure project to support Europe and Belgium's Energy Transition goals-the Princess Elisabeth Island. This artificial energy island will act as a hub to connect new Belgian windfarms located within the "Princess Elisabeth Windfarm Zone."

Scope of Work:

  • The client's proposed infrastructure includes:
  • Construction of an artificial energy island with offshore transmission systems.
  • Multiple AC substations at 66kV & 220kV (Windfarm owners will connect at the 66kV level).
  • Six 220kV AC export cable systems, each approximately 50 km long.
  • HVDC connection (One offshore and one onshore converter, HVDC cable system) linking the island to the new Ventilus project substation.
  • Possibility for future HVDC interconnectors.

Assignment Details:

The client has awarded an EPC contract to the HSI consortium (HSM, Smulders & IV Offshore) for:

  • Construction of four AC substations (modules).
  • Facility module (warehouse + general infrastructure).
  • Current Status: Engineering is ongoing, and onshore construction is expected to commence in 2025 in Vlissingen and Schiedam.

Service Expectations - Responsibilities of the Construction Manager:

Reporting & Coordination

  • Reports to the AC Package Manager.
  • Leads and coordinates client representatives in safety, structural, corrosion protection, and other disciplines.
  • Acts as Single Point of Contact (SPOC) for construction with the EPC contractor.
  • Coordinates with other disciplines, including:
  • Utilities
  • HV Equipment
  • Civil Works
  • Transport & Installation (T&I)
  • Health, Safety & Environment (HSE)


Quality & Risk Management

  • Ensures risk-based quality control.
  • Oversees progress reporting and risk-based HSE control (supported by HSE officers).
  • Reviews method statements, risk analysis, and procedures to ensure quality and timely execution.
  • Identifies risks and opportunities, proposing mitigation plans.

Staffing & Hiring

  • Develops staffing plans for client representatives.
  • Manages hiring, onboarding, and integration of client representatives.

Required Technical & Functional Skills


Technical Skills

  • Minimum 10 years of experience in relevant construction projects.
  • Extensive offshore sector experience - Mandatory.
  • Expertise in topside fabrication - Mandatory.


Strong working knowledge of:

  • Structural Engineering (Preferred).
  • Corrosion Protection (Highly beneficial).
  • Electrical, Instrumentation, Telecom, and Mechanical Engineering (A plus).
  • Proficiency in the MS Office Suite.

Soft Skills

  • Excellent communication & teamwork skills.
  • Structured and organized working approach.
  • Ability to learn quickly and adapt.

Languages Required:

  • Fluent in English (Mandatory).
  • Dutch (Preferred).

Working Hours & Location:

  • Full-time role.
  • Work Schedule:
  • 4 days/week in Schiedam and/or Vlissingen (Netherlands).
  • 1 day/week in Brussels (Schaarbeek, Belgium).
  • Preferred: Full-time residency in Belgium or the Netherlands.
