Job Description

Do you want to shape the delivery of Scotland's Census, enabling governments and other public bodies to plan the services we all rely on, and telling the story of Scotland's people for generations to come? If so, this post could be for you.

Census is a major program delivered by the National Records of Scotland (NRS).

Planning for the next census in 2031 has begun and will build on the successes of the census in 2022.

We are seeking a skilled and motivated C1 Community Engagement Lead to join the Scotland's Census team on a 12-month temporary promotion or temporary level transfer. The successful candidate will oversee the development and delivery of our community engagement strategy.

This role requires strong leadership, management, and influencing skills to ensure broad participation, particularly from hard-to-count groups. As the Community Engagement Lead you will design inclusive outreach initiatives that address diverse community needs, leveraging the latest behavioural science research. You will collaborate with the Scottish Government, public bodies, local authorities, third-sector organisations, community groups, and other key stakeholders to promote awareness of the census and encourage census participation while addressing individual equality and cultural needs. Collaboration with the other census taking offices in the rest of the United Kingdom will also be an important part of the role.

Responsibilities
  • Lead the creation and execution of an engagement strategy that raises awareness and encourages census participation.
  • Develop targeted outreach initiatives that address the needs of hard-to-count populations and ensure inclusivity, considering equality issues and diverse community backgrounds.
  • Develop and deliver a strategic approach to engaging with public bodies, local authorities, third-sector organisations, religious, and community groups to drive engagement and awareness.
  • Utilise the latest behavioural science research to optimise engagement efforts and overcome barriers to participation.
