Commercial Finance Manager
Salary - £44,075 - £49,282
Grade: 7
Permanent - Full time - 37 hours
This is an exciting time to join us, as Procurement and Commercial have recently become one team, offering new opportunities to develop our commercial and best practice culture.
We have been working with services undertaking commercial assessments and providing advice and guidance on commercial practice. We are now looking to increase this support to assist more services by recruiting a Commercial Finance Manager to join the team.
We are looking for someone who already has an appreciation of operating commercially in the public sector, has a financial background and with experience of commercially assessing business options to provide solution focussed recommendations and insightful advice and guidance.
If you are the successful candidate, you will work collaboratively with services and will be instrumental in embedding commercial practice across the organisation.
Key responsibilities include:
- To support services to apply good commercial financial management to address the priorities outlined Our Future Council workstreams to include identifying and mitigating risk to protect the Council's interests
- Undertaking commercial reviews and assessments of various areas, such as traded services, SLAs, fees and charges, business cases, options appraisals, pricing mechanisms, service offers, to support services to optimise commercial outcomes
- Offering advice and guidance on commercial and contract management practices in line with policies and procedures and provide training to improve commercial awareness
- Horizon scanning, information sharing, identifying innovative and alternative approaches to achieve good value and best practice
You will need to demonstrate
- A good understanding of commercial practice and how this can be applied in the public sector to optimise outcomes both financial and non-financial
- A solution focussed, innovative and open-minded approach to commercial delivery
- A good eye for detail, with experience of reviewing service delivery-operations
- An understanding of commercial financial practice, cost recovery principles, cost benefits financial analysis and pricing models
- Experience of benchmarking, market research, comparison and trends analysis, critical challenge, making/reporting recommendations
- Have excellent communication, influencing, collaboration and negotiation skills
- Be proficient in the use of relevant IT systems and software packages

Our working arrangementsAll council roles are allocated to either a fixed, field or flexible work style. Some roles are agile which enable and empower employees to maximise their performance and productivity, whilst maintaining a healthy work life balance. Roles with a fixed work style work in a fixed permanent council location. Roles with a field work style are usually allocation where employees are required to be out working in the community with a minimum requirement for touch down space at any council location. Roles with a flexible work style have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.
