The Role:

The Environmental Regulation function is responsible for the day to day management of environmental regulation and compliance. The function monitors the compliance of the water and wastewater network and treatment works, influences external environmental policy and manages environmental stakeholder relationships. Environmental Regulation provides expertise to the Uisce Éireann business on influencing environmental policy and managing stakeholders around environmental regulation affecting Uisce Éireann's practices. The function provides regulatory expertise to the business, including the Senior Leadership Team, in all aspects of environmental regulation. The team provides support on legislative and regulatory changes that will affect Uisce Éireann policies in the future.

The Scientific and Technical Services functional area is responsible for the national provision of operational support services to include sampling and laboratory analytics, ensuring that activities are performed in accordance with regulatory obligations to protect public health and the environment.

Reporting to the Commercial & Operations Planning Manager, the Commercial & Operations Planning Support Supervisor is tasked with managing the procurement and receipting processes across the whole STS team with a particular focus on the region. This includes the schedule of activities for procurement, receipting, tracking of budgetary spend and reporting and optimizing workload, meeting work priorities and resourcing constraints.

Please note the following working hours and duties apply to the operational phase of the Laboratory and Sampling service. There will be an initial development phase in which working hours of 9am to 5pm Monday to Friday and duties relating to the development of the service will apply until the operational phase commences.

The role requires flexibility in terms of working hours as the role holder will be required to participate in standard hours working rosters to cover Laboratory operational hours of 8am to 8pm Monday to Friday. There is also a service commitment to providing laboratory cover on weekends and Public Holidays. When required to perform weekend/public holiday work this will be infrequent as part of a defined rota and in addition to the standard working week. Rostered work performed outside 8am to 8pm Monday to Friday will be remunerated as a roster participation allowance.

Main Duties and Responsibilities:
  • Lead and supervise the end to end procurement to payment (P2P) process, ensuring timely, accurate and compliant transactions, and providing day to day oversight of team activities.
  • Supervise and oversee the effective use of Oracle, PD02 / PD03 by the Commercial & Operations Planning Team, providing coaching, support and training as required.
  • Oversee and quality check invoice matching activities, ensuring supplier queries are prioritised, resolved promptly and escalated appropriately where necessary.
  • Monitor and ensure team adherence to tax, regulatory and compliance requirements, escalating risks or issues to management as required.
  • Ensure and enforce compliance with organisational policies and procedures for purchasing and receiving goods / services across the team.
  • Provide guidance on Procurement, Tendering and Contractual processes to internal and external stakeholders, ensuring consistent and compliant application of best practice.
  • Supervise and support budget management and procurement activities, ensuring accurate forecasting, tracking and reporting in line with agreed controls.
  • Lead the continuous improvement of working practices across the Commercial & Operations Planning team in relation to procurement.
  • Allocate, prioritise and monitor workload across the team, tracking performance against KPIs and reporting progress to management on a regular basis.
  • Proactively identify, investigate and resolve issues impacting procurement and payment processes, coordinating corrective actions and preventative measures.
  • Act as the central point of contact all STS procurement related queries.
  • Lead and take ownership of ad hoc projects, coordinating team inputs and delivery as directed by the Commercial & Operations Planning Manager and / or STS Senior Manager.
  • Build, maintain and oversee key relationships with internal teams and external suppliers, addressing issues and driving effective collaboration.
  • Oversee the collation and analysis of data, ensuring accuracy and providing insight to support reporting, performance monitoring and decision making.
  • Ensure effective record keeping and document control, monitoring team compliance with documentation standards.
  • Manage calendars and provide administrative support to the STS management team as required.
General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation wide objectives
  • Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
  • Other duties as required
Knowledge, Skills and Experience:
  • Previous administrative experience and familiarity with Oracle desirable.
  • Strong IT skills, including proficiency in the Microsoft Office Suite of tools (Word, Outlook, PowerPoint and Excel).
  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • A minimum of 3 years' experience in the water, utilities or similar industries is desirable
  • Experience in independently resolving customer challenges while maintaining high service standards.
  • Ability to develop effective partnerships with a wide range of stakeholders and ability to look for and listen to diverse perspectives.
  • Strong analytical skills and ability to identify and analyse problems and make improvement decisions that benefit the team/communities.
  • Proven track record in identifying opportunities for process improvements and innovation.
  • Demonstrate the ability to fix safety issues quickly and look for improvements in line with business strategy
