Job Description

CLR3 focuses on empowering energy communities and supporting the replication of local citizen-led renovation projects across Europe, shifting from pilot support to broader, collective-scale energy renovation.

CLR3 aims to empower local communities with the necessary tools, skills and support systems to take control of energy-related renovation projects, particularly through tailored services provided by energy agencies acting as 'enabling structures'.

The project builds on previous EU-wide efforts to engage citizens in energy efficiency and renewable energy adoption, ensuring that renovation projects can be scaled and replicated across various EU regions. By addressing local barriers and providing technical, legal, and financial assistance, the project demonstrates how collective action can accelerate decarbonisation, and aims to enhance the Citizen-Led Renovation (CLR) concept's impact and assess its benefits compared to traditional renovation methods.

Codema's role

As part of CLR3, Codema will support at least three Sustainable Energy Communities (SECs) in the region to move from 'Plan' to 'Do', to the successful contracting of energy renovation works, as well as engaging in capacity building, encouraging wider peer to peer learning, and analysing the local and national legislative frameworks and funding methods to identify opportunities for SECs in the region.

Project aims
  • Establish support services to at least three CLR collectives
  • Communicate, produce and disseminate knowledge, encouraging wider peer to peer learning
  • Address local barriers to Citizen Led Renovation (CLR), to enhance the concept's impact and scalability
