Job Description
The City of Fribourg is pursuing its development at the heart of a rapidly changing environment. Numerous structuring urban projects are underway, as well as territorial initiatives, such as the Bourg project, the train station square, the Sarine development, school infrastructures, or the detailed development plan for Torry-East. The development and construction of public facilities also come with increased demands for sustainability, public spaces, and architectural quality. The Urbanism and Architecture Service is responsible for managing and implementing the territorial development and various construction projects, as well as the management of public spaces and municipal buildings. In order to ensure continuity, coherence, and management of these issues, we are seeking our future City Architect - Head of the Urbanism and Architecture Service.Your responsibilities:You will lead the Service and ensure its management in financial, technical, and human aspects. At the head of a structure organized into seven sectors and bringing together nearly 190 employees, you will unify your teams and oversee activities, as well as interfaces with other City services. You will represent the project owner on urbanism and architecture matters, participate in committees, and advise the municipal authorities on trade-offs and choices. You will ensure the continuity and quality of ongoing projects while providing proactive suggestions to anticipate future changes and challenges. Finally, you will guarantee budgetary control (budget, monitoring, financial plans) and ensure compliance with legal and regulatory frameworks, particularly in territorial planning, public procedures, and market regulations.Profile:You have several years of experience in a comparable management or leadership position, with concrete exposure to construction, urban development, and public space management issues. You have solid experience in team leadership and are recognized for your ability to structure, prioritize, and advance complex files in a demanding environment. With a comprehensive view, you know how to align financial and political issues to ensure efficient and sustainable management of activities. Knowledge of the City of Fribourg, its surroundings, and the local professional network would be an asset. Your ease of communication and leadership posture allow you to interact with authorities with clarity, rigor, and a sense of public service. You hold a degree in architecture from a Federal Institute of Technology, a university, or equivalent, ideally complemented by training in urbanism/territorial planning.
