Chief Executive Officer, Property Services Regulatory Authority

Job Summary:

The CEO will be responsible for leading the Property Services Regulatory Authority (PSRA). This will require the alignment of purpose, strategy, and organisational structure, enabling and empowering all areas within PSRA to deliver on its legislative remit. The CEO will need to provide strategic leadership, with a focus on implementation.

Main Duties of the Job:

  • Delivering an effective licensing system through implementation and oversight of licensing regulations in issuing or refusing to issue licences. For stated and consumer protection reasons and as appropriate, the CEO may apply to the High Court to injunct service providers from delivering property services and to freeze the Client Account
  • Management of an effective complaints investigation system including investigation of unlicensed trading through risk assessment
  • Undertake targeted audits of the sector Compensation Fund including:
  • Management and investigation of compensation claims;
  • Investment of Fund; and
  • Arrange underwriting of the sector's Fund
  • Delivery of a sector Continuous Professional Development (CPD) programme
  • As State Competent Authority for Anti-Money Laundering, ensure through sector engagement and audit investigation compliance with Criminal Justice (Money Laundering and Terrorist Financing) Act 2010 , as amended, and the Criminal Justice (Terrorist Offences) Act 2005 .
  • Provide effective leadership through development and implementation of the Authority's strategic objectives
  • Ongoing review of effectiveness of legislation in delivering effective regulation.

Information About the Organisation:

The Property Services (Regulation) Act 2011 was signed into law on 20th December 2011, with initial commencement order made by the then Minister for Justice and Equality on 3rd April 2012.

Its enactment established the Property Services Regulatory Authority (PSRA) to regulate the property services sector in Ireland, which includes auctioneers, estate agents, letting agents, and property management agents. The Act and its associate Regulations aims to ensure that these service providers operate fairly and transparently, protecting consumers and maintaining high standards within the sector.
