Job Description
THE POST:

Moorfields Eye Hospital are recruiting an experienced Band 7 Maintenance Manager to join their highly skilled and qualified team.

MAIN RESPONSIBILTITES:
  • The Maintenance manager will be responsible to the Hard services manager for areas of responsibility including ventilation systems, pressure systems, lifting operations and lifting equipment regulations, asbestos, legionella, water systems, low voltage, high voltage and piped medical gases assuming the responsibilities of the authorised person's role for one or more of the disciplines under their responsibility.
  • To ensure all Hospital Technical Memorandums (HTM's) and Building notes (HBNs) are conformed to, in spirit and in deed.
  • To ensure the timely delivery of the PPM schedule and that reactive tasks are carried out within the agreed timeframes as per the priority matrix.
  • The post holder will undertake the responsibility of competent person's roles for Legionella as defined in HTM 04 water systems and Control of Asbestos at Work Regulations and the entire range of building, electrical and mechanical maintenance.
  • To manage and undertake the assessment of engineering and electrical plant and equipment and producing relevant preventative maintenance procedures and schedules in accordance with legislative requirements and manufacturer recommendations, producing planned replacement programs and life cycle management.
  • To support the Hard services manager in the design and creation of specification briefs and leading the tender process of small projects and commissioning of new systems, plant and equipment.
  • To manage the manufacture, assembly and commissioning of new systems, plant and equipment, training and instructing others when required, whilst reviewing and updating operation guidance notes to ensure appropriate maintenance regimes are in place.
  • To adhere to the Permit to Work system employed across the Trust, used to ensure the appropriate control and management of third parties on site.
  • To be the Trust's Authorised Person with regard to one or more of the disciplines under your responsibility and have the ability to assess a suitably qualified person to become a Competent Person.
  • To maintain the Trust's Access Control computer system and CCTV to support the security processes of the main hospital and supporting satellite sites.
  • Interpret and implement Trust policies and operational procedural documents for Hard services. Participate in proposed changes for CQC standards, governance and assurance programme to ensure full compliance.
  • Maintain satisfactory professional and technical standards to enable the organisation to ensure that all statutory requirements and relevant codes of practice are complied with.
  • Assist the Hard services manager to deliver the departmental and organisational sustainability and carbon reduction commitment identified within the Trust's Sustainable Management Development Plan.
  • To contribute to the preparation and submission of all mandatory returns to NHS Estates and other external bodies by undertaking building quality audits and providing information for the Premises Assurance Model (PAM), ERIC returns and validity of information held in the electronic systems used to support the Estates function including but not exhaustive to Building Management System (BMS), Computer Aided Drawing (AutoCad) and Estates Management Information System (EMIS).
  • Actively contribute to formulating the implementation of an ongoing work plan for individual teams under the post holders remit, enabling the prioritisation of works whilst contributing to the validation of the Trust's asset register.
  • Encourage and develop a culture to ensure the highest levels of customer service is demonstrated by the Estates Department.
  • Ensure systems are in place to monitor staff performance including sickness absence, taking appropriate action when necessary, in line with Trust Policy and Procedures.
  • Responsible for leading, motivating and developing the Estates teams to maintain a high level of staff morale and promote achievement of high standards and receptiveness to change.
  • Actively embrace departmental training by delivering Toolbox Tool training sessions to members of the department.
  • Ensure annual appraisals are completed and personal development plans (PDP's) are developed and implemented and compliant to the agreed level.
  • Pro-actively respond to ways in which Estates services can be continuously improved and participate actively to support the Facilities teams.
  • Adopt a highly visible approach to all building and infrastructure related schemes to actively promote the Estates department.
  • Hold regular team briefings and present in written form.
  • Supporting the delivery of the department's sustainability strategy and targets, embedding responsibility across the whole of the estates operational team.
REQUIREMENTS:
  • Educated to Degree or HND/C level in a Building Services, Mechanical Engineering or Electrical Engineering discipline, or have equivalent experience.
  • Specialist qualifications relating to estates management e.g Electrical / Mechanical.
  • Minimum of 5 years' experience of maintenance management, of multiple teams across multiple sites.
  • Detailed working knowledge of Preventative and Reactive maintenance regimes.
  • Proven experience of managing a team of qualified personnel.
  • Experience of successfully managing a budget and identifying cost savings. Ensuring timely provision of accurate reporting on activity and spend.
  • Understanding of Standing Financial Instructions in relation to procurement, management and commissioning of external contracting services.
  • Minimum of 5 years' experience of maintenance management, of multiple teams across multiple sites.
  • Detailed working knowledge of Preventative and Reactive maintenance regimes.
  • Proven experience of managing a team of qualified personnel.
  • Experience of successfully managing a budget and identifying cost savings. Ensuring timely provision of accurate reporting on activity and spend.
  • Understanding of Standing Financial Instructions in relation to procurement, management and commissioning of external contracting services.
  • Excellent interpersonal skills.
  • Excellent written and verbal communication skills.
  • Computer literate including the use of Microsoft Office applications.
  • Use of bespoke software for maintenance management and compliance reporting.
  • The ability to work to deadlines.
  • The ability to interpret and implement national and local policies relating to maintenance.
  • Have proven ability to work under pressure and within given parameters.
  • Ability to lead and motivate a team.
  • Able to work on own initiative and within a team.
  • Supporting the team and organisation through environmental change and impact through legislative and organisational impact.
