Asset Strategy Analyst Environmental Modelling

The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland's infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann's Capital Works pipeline. The function plays a key role in promoting collaboration and co ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann.
The Asset Strategy Team responsibility is to develop strategic plans for all water, wastewater and natural assets and to ensure the authorisation of the asset base. The scope of the team's responsibility covers five main areas: environmental strategy, water asset strategy, wastewater asset strategy, forward planning and planning strategy.
Reporting to the Environmental Modelling Manager, the Asset Strategy Analyst is responsible for supporting the team in all matters related to environmental modelling and environmental assessment such as strategic Asset Management Plans, water quality impact assessment and monitoring studies.
Main Duties and Responsibilities:- Support Asset Strategy to ensure all plans, projects, and programmes are delivered in accordance with the relevant EU and National environmental legislation and all Irish Water environmental policies and guidance;
- Conduct environmental analysis in marine and freshwater settings for the assessment of impacts of Uisce Éireann activities on receiving waters, protected areas and European Sites;
- Review and technical audit of water quality impact assessments including assimilative capacity and hydrological assessments;
- Procurement and management of environmental studies and monitoring programmes;
- Ensure alignment of environmental assessment between current and proposed plans against long term UE and National strategic plans;
- Provide reports and insights by collating and clearly presenting the relevant information in a timely manner;
- Conduct analysis of trends and data to identify and elevate relevant issues or risks;
- Maintain focus on the achievement of project outcomes and collaborate with other teams as required to ensure their delivery;
- Ensure that all plans, projects, and programmes are delivered in accordance with the relevant EU and National environmental legislation and all Uisce Éireann environmental policies and guidance;
- Ensure that Project Managers in Asset Management and Infrastructure Delivery are fully appraised of environmental regulatory requirements and implications therein;
- Undertake assessments and prepare reports on the potential environmental impacts associated with proposed projects;
- Contribute to setting the team objectives and targets;
- Perform other such duties in relation to work and asset management as Uisce Éireann may reasonably require;
- Collaboration with key internal stakeholders across the UÉ business;
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards;
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation wide objectives;
- Conduct duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation;
- Other duties as required;
- Relevant third level qualification and or accreditation is desirable;
- A minimum of 3 years' experience in environmental assessment in a water services, local authority, utility or similar industry setting is desirable and/or other relevant experience;
- Demonstrated ability to undertake environmental modelling and assimilative capacity analyses using 1D/2D/3D assessment techniques is desirable;
- Demonstrated competency in hydrological analysis and GIS is desirable;
- Experience in procurement and project management is desirable;
- Experience in managing a team of technical professionals, resolving challenges and promoting cross functional ways of working;
- Demonstrated people management experience, with strong people, change management and conflict resolution skills;
- Experience using data analytics to challenge decisions and behaviours that don't align with our values;
- Proven track record of managing complex issues proactively, with the ability to act upon feedback and implement new ways of doing things;
- Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives;
