Appointment as Chairperson to the Board of the Health Insurance Authority

The Minister for Health invites applications from suitably qualified candidates to fill the position of Chairperson to the Board of the Health Insurance Authority.

Candidates wishing to apply must demonstrate in their application evidence of experience at the appropriately senior level in all of the following areas:

Proven Board Leadership & Governance Expertise
  • Demonstrable experience chairing a board or significant board committee in a public, regulatory, commercial, or complex non profit organisation.
  • Ability to lead a board in setting strategic direction, ensuring effective oversight, and maintaining high standards of governance, risk management, accountability, and ethical conduct.
  • Strong understanding of the Code of Practice for the Governance of State Bodies, including board responsibilities, oversight frameworks, and regulatory compliance.
Senior Level Regulatory, Financial, or Public Policy Experience

Evidence of senior leadership experience (executive or non executive) in at least one of the following areas:

  • Regulation or oversight in a statutory, financial, economic, competition, or consumer protection context;
  • Health insurance, insurance supervision, actuarial/financial risk analysis, or other regulated market environments;
  • Public administration, policy evaluation, or governance of complex systems.
Strategic Judgement & Analytical Capability
  • Ability to understand and interrogate complex information (actuarial, financial, economic, regulatory, legal) to support evidence based decision making.
  • Demonstrated capacity to identify long term trends, risks, and opportunities in markets and consumer protection settings.
Independence, Ethics & Public Interest Orientation
  • A clear record of independent decision making, impartial judgement, and integrity.
  • Commitment to the Authority's statutory objective of supporting a fair, community rated health insurance market.
Communication, Influence & Stakeholder Management
  • Excellent communication skills with the ability to chair meetings effectively, foster open debate, build consensus, and manage challenge constructively.
  • Experience engaging with senior stakeholders (public bodies, regulated entities, policymakers, sectoral groups) in a transparent, objective, and authoritative manner.
Desirable

It is also desirable that candidates demonstrate evidence of experience in the following:

Sector Specific Expertise
  • Health insurance, health economics, health system financing, population based insurance systems, or healthcare policy analysis.
  • Actuarial, risk equalisation, or financial modelling expertise (professional qualification desirable).
  • Experience with consumer protection frameworks, competition policy, or statutory market regulation.
Organisational & Change Leadership
  • Leading organisations or boards through digital, regulatory, or organisational transformation.
  • Oversight of governance enhancements, capability building, or organisational performance frameworks.
Public Sector & Statutory Oversight Experience
  • Familiarity with public sector accountability requirements, audit and risk processes, and oversight of statutory bodies.
Commitment to Diversity, Equity & Inclusion
  • Experience promoting inclusive governance, broad representation, and diversity of thought at board level.
Other Requirements
  • The Chair may also serve on or chair subcommittees of the Authority, including the Audit & Risk Committee, depending on skills and board needs.
