Job Title: Assistant Engineer

Reports to: Senior Engineer

Working Arrangement: Richmond & Wandsworth Shared Staffing Arrangement

Shared Staffing Arrangement (SSA)

This role is employed under the Shared Staffing Arrangement between Richmond and Wandsworth Councils. The purpose of the SSA is to deliver the highest quality services at the lowest possible cost.

Staff are expected to deliver high-quality, responsive services wherever they are based and to adapt to differing processes and expectations between the two councils. The SSA aims to be innovative and forward-thinking, investing in staff development and offering progression opportunities within a large organisation.

Job Purpose

To support the design, management, and delivery of engineering services and projects. These may include:

  • Traffic management
  • Highways and highway asset management
  • Street lighting
  • Drainage and flood prevention
  • Cycling infrastructure
Key Duties and Responsibilities Core Responsibilities
  • Ensure services for both councils are delivered fairly and meet agreed standards.
  • Supervise assigned staff as required, including allocating and checking work.
  • Advise and support senior managers on operational and service matters.
  • Support performance review and continuous improvement, with a strong customer focus and value-for-money approach.
  • Contribute to service change programmes and new ways of working.
  • Support resident and stakeholder engagement in decision-making.
  • Assist with commissioning, market testing, and contract management, including preparing engineering contracts.
  • Assist with feasibility studies, site surveys, investigations, and topographical surveys.
  • Develop effective working relationships with internal and external stakeholders.
  • Prepare technical reports, committee papers, and provide administrative and technical support to Senior Engineers.
  • Identify minor issues and recommend solutions to Senior Engineers.
  • Prepare detailed engineering drawings using AutoCAD.
Progression Responsibilities Progression to Grade SO1
  • Carry out analysis and detailed design using computer design software.
  • Monitor contractor performance and prepare contract payment certificates.
  • Monitor site safety and report unsafe practices to the Senior Engineer.
Progression to Grade S02
  • Act as deputy to Senior Engineers when required.
  • Carry out complex feasibility studies and topographical surveys.
  • Act as Assistant to the Senior Engineer's Representative under ICE Conditions of Contract, including negotiating rates and claims and making recommendations.
Generic Responsibilities
  • Contribute to continuous improvement across both boroughs.

  • Follow information security requirements to protect confidentiality and system integrity.

Additional Information
  • Assist with financial management of projects and service areas.
  • Ensure compliance with all local and national health and safety requirements.
  • Assist with supervising contractors, measuring works, and checking invoices.
  • Attend evening meetings periodically as required.

Person Specification Knowledge
  • Practical highway and traffic engineering knowledge
  • Working knowledge of streetworks health and safety
  • Understanding of the role of local government
Experience
  • Experience in an engineering or technical environment
  • Use of AutoCAD and related software
  • Working to transport policies and highway design standards
  • Dealing effectively with customers
Skills

  • Strong time management skills
Qualifications
  • Degree or HND/HNC in a relevant subject
